Here are a couple of options to enable or disable Telnet Client Remotely.
Option #1 – Run the following command:
dism /online /Enable-Feature /FeatureName:TelnetClient
Option #2 – Create a batch file using the above command and configure a GPO to run this script as a startup/shutdown script.
